Water meters

All homes and businesses connected to the municipal water system must have a City-issued water meter to measure water consumption.

Private wells are not permitted to be connected to the water system if you have a City water meter. If your property has a well and you receive drinking water from the City, minor plumbing modifications are required to be completed to protect City water.

These installation requests are for:

  • a renovation
  • a new service connection
  • new construction
  • a shared service upgrade (“Y” connection that provides water to two properties) to a single connection

 

Only the property owner or contractor can make a water meter installation request. Contractors must notify the property owner first and provide complete details about their company and the request.

*City will be reviewing applications based on flows provided to select the appropriate meter type.  The meter type will be communicated with the application.  Meter plumbing and chambers are to be sized appropriately for the meter type approved.

Residential

Step 1: Apply and purchase a City meter

Water meter applications, payments and submission of City-approved site servicing drawings can be completed onlineThe applicant is responsible for providing the mandatory minimum and maximum flow rates on the application. Once the application has been submitted, the applicant will receive an approval status notification by email. Full payment is due upon application approval. The maximum transaction value for a credit card payment is $10,000. For applications over $10,000, please send a cheque payable to The City of Vaughan

 

 

Step 2: Schedule meter installation

The applicant is responsible for contacting the City at watermeter.services@vaughan.ca to schedule installation. 

 

Step 3: Requirements and conditions

Builder or applicant responsibilities:

  • Provide access to the residence for the meter installation on the scheduled date.
  • Ensure all the necessary plumbing is completed on the date scheduled for the meter installation. In addition to plumbing, this includes the space necessary for the meter and read-out device to be installed.

A final Occupancy Permit will not be issued without a water meter. Please note, prices and product selection may change without notice.

 

Industrial, commercial or institutional

Step 1: Apply for and purchase a City meter

Water meter applications, payments and submission of City-approved site servicing drawings can be completed online. Once the application has been submitted, the applicant will receive an approval status notification by email. The applicant will also receive an email requesting payment once application is reviewed and approved by the City. The applicant is responsible for contacting the City's Environmental Services department at watermeter.services@vaughan.ca to schedule an appointment to pick up the water meter.

 

Due to global supply chain disruptions, the City is experiencing delays with water meter deliveries from vendors. Please allow extra time for meters to become available. Meters six inches and larger have an arrival time period of approximately 20 weeks after an application is approved. Applications should be submitted earlier to account for these delays.

 

 

Step 2: Install the meter and backflow prevention device

The applicant is responsible for installing the new water meter within seven business days from the pick-up date according to applicable codes, the City site service drawings submitted and the City's Water By-law 106-2022 (PDF).

 

It is the applicant’s responsibility to purchase and install the backflow prevention device as per all applicable codes, standards and the Backflow Prevention By-law 177-2020 (PDF). The City will verify the operation of the backflow prevention device during their onsite visit to turn the water on.

 

Step 3: Turn on water and test backflow prevention device

Once step two is complete, schedule an appointment to turn the water service on and have City-staff present to witness the test on the backflow prevention device.

Once you receive a time and date from Access Vaughan, hire an approved Qualified Company, as identified by the City of Vaughan, who is authorized to perform a test for the backflow prevention device. The selected company should be scheduled at the same time as the City is scheduled to turn the water supply on, to ensure the City is present to verify the operation of the backflow prevention device. It is the responsibility of the selected Qualified Company to:

 

 

Once all tests and inspections are complete, City staff will verify the closure of any City bypass valves and operation of the City’s water meter. The date your backflow prevention device gets tested will become the annual test date moving forward.

 

It is the responsibility of the applicant and property owner to ensure all backflow preventers are tested by Qualified Companies when installed, relocated and/or replaced.

 

Temporary Water Meter Request

 

Step 1: Apply and purchase a City meter

Water meter applications, payments and submission of City-approved site servicing drawings can be completed online. Once the application has been submitted, the applicant will receive an approval status notification by email. Full payment is due upon application approval. A pickup time will be arranged with the applicant once payment is received.

 

Step 2: Install the meter and backflow prevention device

The applicant is responsible for installing the new water meter within seven business days from the pick-up date according to applicable codes, the City site service drawings submitted and the City’s Water By-law 106-2022 (PDF).

 

It is the applicant’s responsibility to obtain and install a Reduced Pressure Principal Backflow Preventer in a non-hazardous environment, as per all applicable codes, standards and City by-laws. 

 

The City will verify the operation of the backflow preventer during their onsite visit to turn the water on.

 

Step 3: Turn on water and test backflow prevention device

Once step two is complete, schedule an appointment to turn the water service on and have City-staff present to witness the test on the backflow prevention device.
