Office of Deputy City Manager, Legal and Administrative Services and City Solicitor

Wendy Law joined the City of Vaughan in May 2019 with more than nine years of senior management experience. Before that, she served as Deputy City Solicitor with the City of Mississauga and was lead counsel on major city-building projects.

Ms. Law graduated from the University of Toronto with a joint specialist degree in history and political science. She received her law degree from Osgoode Hall Law School at York University. She holds a master of public policy, administration and law and a graduate diploma in democratic administration, both from York University.

Message to the Community

 

As the Deputy City Manager of Legal and Administrative Services and City Solicitor, I have the privilege of working with almost every department in the City to provide administrative and legal services.

 

I joined the City of Vaughan in 2019 as part of the Senior Leadership Team – Executive. It is my goal on the executive team to be a champion of the 2022-2026 Term of Council Service Excellence Strategic Plan to provide the best services to the corporation and residents to carry out strategic priorities such as operational performance, good governance and citizen engagement.

 

There are two departments under the portfolio I lead: Legal Services and the Office of the City Clerk. Legal Services provides legal advice to the entire organization and Council on a variety of matters including risk management and municipal law. The Office of the City Clerk manages Council and Committee Meeting agendas and administration. They also manage corporate policies, administer marriage and liquor licences, and run municipal and school board elections.

 

Working with such a dedicated team makes coming to work easy. I look forward to working with staff who provide high-quality service delivery and continue moving the city forward.

Below is a list of services and departments under the Deputy City Manager, Administrative Services and City Solicitor:

 

  • Legal Services provides strategic, timely and practical advice to Council and internal departments on a broad range of legal matters. In addition to supporting the achievement of various corporate objectives and strategic initiatives, the Legal Services department also advises internal partners on matters related to litigation, planning, real estate and development, municipal and commercial law.
  • Office of the City Clerk is one of the primary points of contact for Vaughan citizens and businesses. By delivering information and more than 25 services, the Office of the City Clerk effectively supports an open, accessible and accountable government. The City Clerk is an independent officer of the City, reporting to Council for legislated responsibilities and the Deputy City Manager of Administrative Services and City Solicitor for administrative functions.
     
  • Procurement Services is responsible for the acquisition of goods, services, capital construction projects and equipment for the City of Vaughan and Vaughan Public Libraries. The department is committed to driving value for money for the City and its citizens through fair competition and leading procurement practices.
