Procedure By-law Review

The City of Vaughan is undertaking a comprehensive review of the Procedure By-law 7-2011 (PDF).

Under Section 238 of the Municipal Act, 2001, every municipality in Ontario must have a Procedure By-law. This by-law governs how Committee and Council meetings run, including how they’re called, where they happen, who’s involved, the roles and conduct of Members of Council, reporting requirements and how the City communicates with the public about meetings. It also guides the way you can interact with Council by speaking at meetings or submitting written communications. 

 

The purpose of this review is to:

  • account for changes in technology.
  • ensure compliance with current legislation.
  • ensure decision-making is efficient.
  • improve the meeting experience for all attendees, including the public, City staff and Members of Council.
  • reflect changing demographics within the municipality.
     

As part of the review, we’re asking for your input. As a resident, you should be able to expect transparent, accessible and legislatively sound proceedings at Council and Committee meetings. A good procedure by-law lays the groundwork to ensure that can happen. Take an online survey by Nov. 19, 2024 to help us better understand your experience with Council and Committee meetings and how they could be more accessible – meaning easier to watch, participate in and understand. 
 

A final report will be submitted to Council for consideration by September 2025 (before the 2026 Municipal Election).
