The City of Vaughan is excited to introduce two new, innovative Community Improvement Plan (CIP) studies, which will identify a range of programs and incentives that facilitate: 

 

  • Complete communities – by attracting non‑residential development, such as retail, commercial, institutional and cultural uses, as well as new supply of affordable housing in the City’s secondary plan areas.
  • Movement of goods and talent – by supporting the implementation of innovative solutions to facilitate the movement of goods, people and talent, notably last‑mile solutions, in employment, commercial and mixed‑use areas, city‑wide. 

Project Background

What is a Community Improvement Plan (CIP)?

A CIP is a land use planning tool that allows municipalities like Vaughan to provide incentives to private landowners to encourage revitalization and development to achieve locally defined goals, like the provision of housing or development of local businesses, for example, in certain defined areas. This tool is permitted under the Ontario Planning Act, R.S.O. 1990.  

 

What is the purpose of the CIP studies?

Once completed, the CIP studies will establish incentive programs to assist Vaughan landowners and businesses with the development of vibrant, diverse and complete urban neighbourhoods that promote social and economic cohesion where residents can ultimately live, work and play.  

 

The CIP studies will determine the most effective approaches, programs and tools to accomplish this while aligning with the City’s policy objectives as set out in the City’s Official Plan and city-wide studies. The studies will also consider best practices, market trends and emerging guidance from the Province. 

 

If you are a land or business owner, non-residential housing provider or community-based organization you may be eligible for grants and loans that are created as a result of these CIP studies!

Project Timeline

The Community Improvement Plan studies are being undertaken in five stages, and are anticipated to be completed by the end of 2025. Over the course of the project, there will be opportunities for members of the public to share their input and help shape the City’s Complete Communities and Labour and Goods Mobility CIPs.
