In-person Services at Vaughan City Hall

 

Effective May 2, Vaughan City Hall and the Vaughan Animal Shelter reopened to the public – the latest step in the City’s disciplined, responsible and measured approach to close and gradually reopen City facilities and amenities in response to the global COVID-19 pandemic.

 

When you visit Vaughan City Hall, you will be greeted at the Welcome Desk located on the main floor and directed to the appropriate location. All City facilities are cashless. However, payments in cash (exact amounts encouraged) will be accepted at Vaughan City Hall as part of the candidate nomination process, which runs until Friday, Aug. 19, for the 2022 municipal election.

As a reminder, the City has expanded and enhanced its online offerings throughout the past two years. Save yourself some time and the drive to City Hall – many services are available online

 

Marriage ceremonies at Vaughan City Hall have also resumed – visit vaughan.ca/clerks for more information. Save yourself time and fill out a marriage licence application (PDF) before going to City Hall.

 

If you go to Vaughan City Hall, be mindful and exercise caution around construction in the atrium lobby and the west parking lot. There will be a temporary reduction of parking spaces and there may be added noise as work is underway. Visit vaughan.ca/DisruptionsandClosures for details.

RECREATION SERVICES 

 

Fitness centres

 

As a reminder, pre-registration is not required when visiting City fitness centres, but a membership key tag is required to gain access to the fitness centre. Membership key tags  also allow access to the pool, gym, games room, arena and bocce court for individuals with an annual recreation membership or multi-visit pass. To obtain a fitness or recreation membership key tag, visit customer service.

Swimming lessons

 

Most City of Vaughan staff will no longer be required to wear a mask in the workplace. As a result, swim lessons will return to their pre-pandemic formats – swim instructors will teach in the water and parents/guardians will no longer need to participate in the water for early development swim levels, including Preschool 1-5 and Swimmer 1-3, for both group and private/semi-private lessons.

Recreational programming

 

Sunny days ahead! A new session of recreation programs will be offered at Vaughan community centres, starting Monday, July 4.
 

There’s summer fun for everyone! Practice your badminton, pickleball and tennis swing. Draw, dance, play piano. Learn to code or construct robots. Bow to taekwondo. Unwind with pilates, tai chi and yoga. Get kindergarten ready learning math, reading, writing and science. Be a volunteer or build an online business. VAUGHAN PUBLIC LIBRARIES

 

Please be advised the Mackenzie Health Vaughan Library will still require the use of masks and proof of vaccination as the branch is situated in Cortellucci Vaughan Hospital. This aligns with Provincial directives for institutions such as medical centres to keep these measures intact. Vending machines and study rooms are unavailable at this time. Visit Vaughan Public Libraries for more information.  

 

COMMITTEE AND COUNCIL MEETINGS

 

Starting on May 3, 2022, with the Committee of Whole (1) meeting at 1 p.m., Committee and Council meetings will transition to a hybrid approach with both in-person and virtual options. Members of Council will have the option to attend in person or remotely.

 

There are several ways the public will be able to address Members of Council: 

 

  • Attend a meeting in-person at Vaughan City Hall to speak to Members of Council regarding an item on the agenda. Pre-registration is encouraged by completing the online Request to Speak Form or calling Service Vaughan at 905-832-2281 by noon on the day before the meeting.
  • Submit a written communication for review by Members of Council as part of an agenda item. All written communications can be emailed to the Office of the City Clerk at clerks@vaughan.ca.
  • Speak via teleconference (through a computer, app or by phone) live during the meeting. Pre-registration is required by noon on the day before the meeting – complete the Request to Speak Form or call Service Vaughan at 905-832-2281. Members of the public must provide a valid email and/or phone number to participate in a meeting electronically.

WASTE COLLECTION

 

PPE and antigen kits belong in the garbage. Masks, gloves and kits cannot be recycled and are a biohazard. In response to the global COVID-19 pandemic, the City of Vaughan continues to modify and transition many services and programs online to support citizens and businesses. As part of this approach, the 2022 Waste Collection Schedule (PDF) has been redesigned and will be easily accessible online and in a condensed hard-copy version.

 

Residents can also receive customized notifications about their collections by downloading the Recycle Coach mobile app. For one-on-one video coaching on how to divert more materials into blue boxes and green bins, book a Waste-less Virtual Visit session by contacting 905-832-2281 or service@vaughan.ca

Residents can purchase garbage tags, blue boxes and green bins online on Service Vaughan. A new temporary bin exchange program is also being offered, which allows residents to replace broken City blue boxes and green bins through home delivery. 

 

PUBLIC WORKS SERVICES

 

The department has launched a pilot project using Quick Response (QR) Codes to alert staff about full garbage cans in select City parks. Residents can scan the code found on the garbage can using their smartphone to notify City staff when it is full and needs to be emptied. Regular waste collection of these bins continues, but the codes allow residents to alert the City when additional cleaning is required. These bins have smaller openings that help deter animals from getting inside as well as illegal household dumping. 

 

BUILDING AND DEVELOPMENT

 

The City’s Building Standards department continues to provide essential city-building services such as building code enforcement, processing building permits, conducting inspections and issuing occupancy permits. The department has also launched a new digital permitting portal enabling citizens and building industry professionals to apply, track and pay for permits online. Additional online permitting options launched by the Development Engineering department for pools, grading for sheds, home additions and more can now be submitted and approved through the platform at vaughan.ca/ServiceVaughan

 

DEVELOPMENT PLANNING

 

The City’s Development Planning and Vaughan Metropolitan Centre (VMC) teams have innovated their processes to ensure planning approvals and shovel-ready projects can move forward during the pandemic. These include new digital development applications, electronic-participation Pre-Application Consultations and virtual Heritage Vaughan and Design Review Panel meetings. 

 

Several projects are underway that will guide development for intensification areas, such as the VMC, Vaughan Mills Centre and the Yonge Steeles Corridor, with a focus on safety, active transportation and sustainability. Work also continues on the Maple and Kleinburg-Nashville Heritage Conservation District Plan Reviews, as well as a heritage inventory update. 

 

POLICY PLANNING AND ENVIRONMENTAL SUSTAINABILITY

 

Land use studies are also underway to guide the development of transit-supportive, complete communities in Vaughan. Current studies include the Promenade Centre Secondary Plan, Weston 7 Secondary Plan and supporting Transportation Master Plan, and Concord GO Centre Mobility Hub Study and supporting Transportation Master Plan. Various stakeholder and public feedback opportunities will continue to be explored throughout the process. BY-LAW AND COMPLIANCE, ENFORCEMENT SERVICES

 

Temporary outdoor patios: Only licensed Eating Establishments and Banquet Halls are eligible to receive a permit to operate a Temporary Outdoor Patio. To learn more, visit vaughan.ca/patios.

 

Ticket payments and disputes: Online payments of administrative monetary penalties, such as parking tickets, can be made via payvaughanticket.com. To arrange an alternative method of payment or schedule a dispute appointment, call 905-832-2281 within 15 days of receiving it. At the time of call, individuals will be asked their preferred option for a screening – phone or online. If an online screening is requested, an online form will be sent via email. Once completed, the Screenings Officer will review the information and inform the resident of the decision via email, in addition to any applicable next steps.

 

Parking permits: On-street, visitor and overnight parking permits can be obtained online at vaughan.ca/parking

 

VAUGHAN ANIMAL SERVICES

INTEGRITY COMMISSIONER AND LOBBYIST REGISTRAR

 

The Office of the Integrity Commissioner and Lobbyist Registrar continues to be open while maintaining health and safety best practices. Meetings will be scheduled by appointment only. Virtual programs and new services are being offered to further support local businesses, including:

  • virtual business advisory services to support with registering a business, business planning, accessing government assistance programs and more. Local businesses can access these services through this online form.

  • access to all events and webinars hosted virtually for businesses across York Region via vaughanbusiness.ca/events.
  • season two of the Vaughan Rising Podcast, which examines the resilience of Vaughan’s business community and talks to leaders who are pivoting, innovating and doing what it takes to make it through to the other side of the pandemic.  

 

OTHER SERVICES AND PROGRAMS FOR CITIZENS

 

Many services continue to be offered online or via telephone, including:

 

  • the City’s Art Integration Collection in a digital art gallery on Flickr, which features the 77 art acquisitions by local and GTA-based artists housed permanently in the collection.
  • the Service Vaughan portal to complete online services or report a non-emergency issue with waste collection, roads, traffic lights and more.
  • visitvaughan.ca – a visitor website that offers an exploration of all there is to see and do in Vaughan. The “explore online now, visit later” platform, developed in partnership with the Tourism Vaughan Corporation and Central Counties Tourism, offers interactive content, including museum tours, cooking lessons, educational webinars, roller-coaster rides and more.
