Mayor Steven Del Duca tables 2024 Budget


Now available online, the City of Vaughan’s proposed 2024 Budget and 2025-2026 Financial Plan presents a balanced approach rooted in fiscal discipline and low taxes for residents and local businesses.

 

The proposed budget tabled by Mayor Steven Del Duca invests in the City’s public services, provides good value for taxpayer money and keeps Vaughan’s tax rate competitive. This is the first year the Government of Ontario’s Bill 3, the Strong Mayors, Building Homes Act, 2022, is in effect, introducing new requirements for the adoption of a municipal budget. 

 

Here is everything you need to know about the proposed budget:

 

Property tax-supported operating budget

The proposed property tax-supported gross operating budget for 2024 is $377.4 million. This includes a three per cent property tax levy increase. With this, Vaughan would still maintain one of the lowest and most competitive tax rates in the Greater Toronto Area. The City’s operating budget funds the many programs and services families rely on, including garbage collection, snow clearing and fire prevention education. Twenty-eight cents of every property tax dollar stays with the City to provide these and many other services. The rest is divided between York Region (50 cents) and the local school boards (22 cents). A three per cent increase amounts to an additional $4.58 per month on the average property tax bill. 

 

Water, wastewater and stormwater budget

The water, wastewater and stormwater budgets fund programs and services to ensure the City can provide safe drinking water, collect wastewater effectively, manage stormwater to mitigate flooding and reserve funds for future water, wastewater and stormwater infrastructure needs. The combined 2024 proposed rate increase amounts to an additional $4.09 per month on the average water and wastewater bill per household.

 

Capital budget

The capital budget was also presented with proposed projects for 2024 and a forecasted financial plan until 2026. The proposed 2024 capital budget is $216.5 million, and the 2025-2026 capital plan is forecast at $386.8 million. These investments will help the City grow sustainably, and funds will be spent on building and repairing City infrastructure, including roads, pipes and buildings. 

 

The proposed 2024 budget and 2025-2026 financial plan includes: 

  • $173.1 million towards Transportation and Mobility capital projects that will improve the reliability and safety of Vaughan’s road network and infrastructure.
  • $151.8 million towards Service Excellence and Accountability capital projects that provide exceptional resident-focused services through continuous improvement, innovation, transparent and accountable decision-making, responsible financial management, and effective administration and communication.
  • $123.1 million towards Environmental Sustainability capital projects that protect the environment and foster a sustainable future through social and economic initiatives.
  • $116.1 million towards City-Building capital projects that build a world-class city based on good planning and urban design principles, which foster community well-being.
  • $20.1 million towards Active, Engaged and Inclusive Communities capital projects that ensure Vaughan is a vibrant, diverse, inclusive and equity-based community for all.
  • $18.2 million towards Community Safety and Well-being capital projects that foster a high quality of life in Vaughan through safe and healthy communities.

Meetings to discuss the 2024 Budget will be held in the Council Chamber at Vaughan City Hall on:

  • Wednesday, Nov. 29 at 7 p.m. – Special Committee of the Whole (Budget)
  • Tuesday, Dec. 12 at 7 p.m. – Special Council (Budget)
