Special Needs
While disasters and emergencies affect everyone, their impact on people with special needs is often complicated by factors such as reliance on electrical power, elevators, accessible transportation and accessible communication – all of which can be compromised in emergency situations.
Step 1: Read the guides
To best prepare for an emergency according to one’s special needs, please refer to the guides provided:

- Provides a list of suggested emergency survival kit items and planning considerations.
Step 2: Fill out the Vulnerable Persons Registry
A vulnerable person is defined as an individual who has a medical, mental health or physical condition that requires assistance. In the event of an emergency, responders will have immediate access to the Vulnerable Persons Registry. All vulnerable persons should put their name on this registry to ensure they receive assistance.
