Vaughan Council adopts City’s 2025 Budget and 2026 Financial Plan
Building a city that works for everyone and is guided by Strong Leadership Delivering For You is the focus of the City of Vaughan’s 2025 Budget and 2026 Financial Plan (PDF), which was adopted by Vaughan Council this evening at the Special Council (Budget) meeting.
Brought forward by Mayor Steven Del Duca, the budget presents a balanced approach rooted in respect for taxpayers, while highlighting Council’s hard work to address the cost of living, community safety and tackling traffic gridlock.
Here is everything you need to know about Vaughan’s 2025 Budget:
Property tax-supported operating budget
The property tax-supported gross operating budget for 2025 is $441.9 million. This includes a three per cent property tax levy increase. With this, Vaughan remains one of the lowest tax rates in York Region, and one of the lowest and most competitive tax rates in the Greater Toronto Area. The City’s operating budget funds the many programs and services families rely on, including waste collection, snow clearing and fire prevention education. Twenty-eight cents of every property tax dollar stays with the City to provide these and many other services. The rest is divided between York Region (51 cents) and the local school boards (21 cents). A three per cent increase amounts to an additional $4.73 per month on the average property tax bill.
Water, wastewater and stormwater budget
The water, wastewater and stormwater budgets fund programs and services to ensure the City can provide safe drinking water, collect wastewater effectively, manage stormwater to mitigate flooding, and reserve funds for future water, wastewater and stormwater infrastructure needs. The combined 2025 rate increase amounts to an additional $3.44 per month on the average water and wastewater bill per household.
Capital budget
The capital budget was also presented with projects for 2025 and a forecasted financial plan until 2026. The 2025 capital budget is $424.7 million, and the 2026 capital plan is forecast at $249.5 million. These investments will help the City grow sustainably, and funds will be spent on building and repairing City infrastructure, including roads, pipes and buildings.
The 2025 Budget and 2026 Financial Plan includes:
- $327.4 million towards Transportation and Mobility capital projects that will improve the reliability and safety of Vaughan’s road network and infrastructure.
- $243.6 million towards City-Building capital projects that build a world-class city based on good planning and urban design principles, which foster community well-being.
- $39.9 million towards Environmental Sustainability capital projects that protect the environment and foster a sustainable future through social and economic initiatives.
- $27.9 million towards Service Excellence and Accountability capital projects that provide exceptional resident-focused services through continuous improvement, innovation, transparent and accountable decision-making, responsible financial management, and effective administration and communication.
- $19.8 million towards Community Safety and Well-being capital projects that foster a high quality of life in Vaughan through safe and healthy communities.
- $15.3 million towards Active, Engaged and Inclusive Communities capital projects that ensure Vaughan is a vibrant, diverse, inclusive and equity-based community for all.
- $0.3 million towards Economic Prosperity and Job Creation that ignite economic prosperity and advance Vaughan as an entrepreneurial City.
