Building a sustainable transportation system

Whether you walk, rollerblade, cycle, scooter, take transit, use rideshare, carpool or drive your own car throughout Vaughan, our future transportation network will be designed to accommodate you.

How are we doing this? As part of the City of Vaughan’s 2023 Vaughan Transportation Plan (PDF), we’re building a multi-modal transportation system for everyone. The plan outlines steps we’ll take toward enhancing the local road network, advocating for better public transit and improving active modes of transportation in the short, medium and long term. It also provides directions for future City-led transportation studies, projects, initiatives and policies, and aligns with other municipal, regional and provincial growth plans.

By investing in accessible, safe and efficient infrastructure, we can offer a wide array of mobility choices for residents, visitors and businesses. No matter how you choose to travel in our community, all users will reap the benefits of a cost-effective and environmentally friendly transportation system.

The plan was approved in May 2023 – what’s happened since? Through the Vaughan Transportation Plan’s three key objectives – Build Infrastructure, Empower Choice and Think Forward – the City is working to provide a comprehensive and modern transportation system that promotes a variety of active travel options. Here is an update on these objectives: 

Build Infrastructure

Identifying projects: 

• A draft 10-Year Roads Growth Program map has been developed to serve as a valuable tool for internal planning, budgeting and strategic alignment of road infrastructure investments.This map outlines proposed road infrastructure projects over the next decade.
• The  Action Plan to Fight Traffic Gridlock in Vaughan outlines several Council-approved city-building and transportation-related projects, including an enhanced transit and GO rail service, upgrades to essential links in the road network and urbanization of Regional roads to support active transportation.

Undertaking environmental assessments (EA):

• The Teston Road Improvements EA was completed between Pine Valley Drive and Kleinburg Summit Way.
• The Bass Pro Mills Drive Extension EA was completed. 
• The McNaughton Road West EA is underway. 
• The Yonge Steeles Corridor Collector Roads EA is underway. 

Undertaking transportation master plans:

• The Weston 7 Transportation Master Plan is underway. 
• An update to the Concord Transportation Master Plan is underway.
• An update to the Vaughan Metropolitan Centre Transportation Master Plan is underway. 

Ensuring active transportation:

• In 2023, more than 11 kilometres of new cycle tracks and in-boulevard multi-use pathways were opened, and 29 kilometres of existing multi-use pathways and trails were updated with new pavement markings and signage.
• Micromobility devices – specifically electric scooters and e-bikes – were recently approved for use in Vaughan on cycle tracks, bike lanes, in-boulevard multi-use pathways and on roadways with speeds of 50 kilometres per hour or below. 
• Micromobility is also being accommodated in new secondary plans.

Empower Choice

Developing the Mobility Action Plan (MAP):

• The MAP is a strategic action plan on how to make the transportation system more sustainable, mitigate impacts on communities and expand access to new technology and mobility options. Key deliverables include drafting a communications and outreach strategy, launching the Micromobility Pilot Project, drafting an Electric Vehicle Charging Station Strategy and drafting a Community Mobility Hubs Strategy. 

Think Forward

Initiating plans: 

• The City’s Transportation Data Management Strategy or “Roadmap” will identify the actions needed to establish a comprehensive database. This will improve the City’s ability to measure the health of the transportation system and build digital intelligence to guide future operations investments.
• The Transportation Innovation Program will position Vaughan as a testbed for smart mobility innovations. Through the program, companies can test their innovative and/or emerging transportation technologies that align with the City’s transportation objectives. A partnership with the Ontario Vehicle Innovation Network to create a Demonstration Zone is one example of how we’re advancing this program.
