The Planning Act authorizes municipalities to pass by-laws, through Council, to exempt land from Part-Lot Control, allowing the landowner to divide the lot into smaller parcels, make minor boundary adjustments or establish maintenance easements.
The Development Planning Application for Part-Lot Control Exemption must be submitted in accordance with the Development Application Submission Process. Please note that a Pre-Application Consultation (PAC) Meeting is not required prior to the submission of a Development Planning Application for Part-Lot Control Exemption.

Part-Lot Control Exemption Application Review
The City planner will review the Part-Lot Control Exemption Application to ensure all the requirements have been satisfied. If all the requirements have been satisfied, the City planner will prepare a by-law to exempt the Part-Lot Control in place for the Plan of Subdivision, in order to be able to further divide the blocks and/or lots. The By-law will be circulated to City departments for review and approval prior to being scheduled for a City of Vaughan Council meeting.
