By-laws are put in place to ensure a safe and orderly community
for all who live, work and play in Vaughan. Each month, the City of Vaughan
explores a different by-law and what it means for you. This month, let’s take a
look at the Noise Control By-law 121-2021 (PDF).
Here are the basics
The Noise Control By-law
121-2021 (PDF) regulates noise and the
times of day noise can occur. The purpose of the by-law is to preserve and
protect the safety and welfare of everyone in Vaughan by promoting peace and
quiet.
According to the by-law:
- construction work is only permitted between 7 a.m. and 7 p.m., Monday through Saturday, and not permitted on Sunday or statutory holidays.
- the loading or unloading of a transport truck, commercial vehicle or any other vehicle used to transport goods is not permitted between the hours of 11 p.m. and 7 a.m., or at any time on Sundays and statutory holidays.
- the noise level of an air conditioner, heat pump or similar device must not exceed 61dB(A) (decibels).
- unnecessary vehicle noise, such as honking, revving an engine or squealing tires, is not allowed at any time unless it is for safety purposes.
- persistent barking, calling, whining or other similar noise by a pet is not permitted at any time.
There are two types of exemptions to the by-law. The first is for
special events and the second is for construction-related noise. Citizens
can apply for an exemption by filling out either a
Construction Noise Exemption Application (PDF) or a Special Events
Application (PDF). Applications must be
submitted at least 60 days before the noise exemption is needed.
The City and other levels of government
are also exempt from the by-law when staff or any hired contractors are completing:
- emergency work that directly impacts the immediate health, safety or welfare of citizens.
- necessary municipal work, such as snow removal activities.
