These enhancements support the City’s continued commitment to ensuring the long-term sustainability of municipal infrastructure. Once the upgrades are complete, the area will successfully promote active transportation options, including walking, cycling and transit, pedestrian-friendly areas will be included, space for community events will be created, heritage elements will be enhanced and there will be more tree coverage and improved streetlighting.

Why is this work being done?
The City of Vaughan has a Streetscape Master Plan (PDF) for Islington Avenue and Nashville Road within the Village of Kleinburg. In 2018, the City completed Phase One of this plan along Islington Avenue, between Major Mackenzie Drive and Pennon Road. Phases Two, Three and Four of this plan are now underway.
Which areas are being improved and what is being done?
The scope of work includes:
- Islington Avenue, from Highway 27 to Major Mackenzie Drive West. Here, on-street cycling will be provided between Major Mackenzie Drive and Pennon Road, and Nashville Road to Highway 27. Streetscaping, including enhanced use of pavers, benches, plantings and more, will take place. Parking will also be improved, with the addition of on-street parking and a new parking lot on the east side of the road, north of Lester B. Pearson Street. Lastly, a watermain replacement will begin from Bell Court to Stegman’s Mill Road.
- Nashville Road, from Highway 27 to Islington Avenue. Here, streetscape elements will be enhanced and a bike lane will be created. Lastly, a watermain replacement will begin from Highway 27 to Islington Avenue.
- Stegman’s Mill Road, from Islington Avenue to Teston Road. Here, road rehabilitation will take place from Valley Road to Kleinburg Summit Way. Construction of a multi-use path from Islington Avenue to Teston Road will also occur.
Will there be consultations with local businesses?
Communications with the Business Improvement Area (BIA) are planned as well as consultations with local businesses to discuss how to minimize construction impacts and any other concerns.
How long will the work take to complete?
The project’s design plan is currently underway and is scheduled to be completed by December 2022. Construction will begin in early 2023 and is anticipated to take eight to 12 months to complete.
