City Manager
Zoran Postic joined the City of Vaughan in 2014 in the role of Director of Transportation Services, Parks and Forestry Operations where he successfully oversaw operations to keep the City’s streets, boulevards, parks and open spaces safe, clean and beautiful, and to keep residents moving safely and efficiently through Vaughan’s growing multi-modal transportation network. He was promoted in 2019 to the role of Deputy City Manager of Public Works, where he led a team of 480 Public Works professionals in delivering essential services, including winter maintenance, water safety, road upkeep and park cleanliness.
In October 2024, he was appointed City Manager for Vaughan where his high-energy, forward-thinking leadership and focus on collaboration, strong communication and conflict resolution will continue to foster a positive work culture and deliver on better performance, higher efficiency and unparalleled responsiveness to residents.
Role of the City Manager
The City Manager is appointed by Vaughan Council to ensure their decisions and policy direction are effectively implemented in support of a progressive vision of building a City of Choice that promotes diversity, innovation and opportunities for all residents.
As the head of the administration, the City Manager provides leadership to the organization to:
- drive the economic prosperity of the city.
- pursue service excellence in governance and fiscal responsibility.
- engage staff and create a positive work environment.
- ensure exceptional end-to-end citizen-centered services.
The Office of the City Manager is supported in these tasks by a professional and dedicated staff. At the senior level, there is the Senior Leadership Team – Executive, working collaboratively to deliver on Council-approved priorities and initiatives.
The following City departments report directly to the City Manager:
- Internal Audit provides objective assurance, advisory activities and advice that contribute to the effectiveness and efficiency of the City’s programs, services and processes by assessing risk and suggesting effective controls.
- Office of the Chief Human Resources Officer (HR) works with City departments to hire and retain talented individuals. Departmental services include providing information and resources on new employee onboarding, benefits and compensation, health, safety and wellness. HR also manages and evaluates pay, develops recommendations about policies and procedures, and ensures compliance with relevant legislation.
- Office of the City Solicitor provides timely and practical strategic advice to Members of Council and internal departments on a broad range of legal matters. The department also advises internal stakeholders on matters related to litigation, planning, real estate and development, procurement, labour and employment, by-law, construction, prosecution, corporate risk management and municipal law.
- Real Estate negotiates and implements the purchase and sale of property on behalf of the City, ensures administrative and legislative requirements are met, and is responsible for cash-in-lieu of parkland estimates.
