Annual Strategic Plan update to Council reflects City’s significant progress in 2021

City-building in Vaughan continues, and the results are better than ever! An annual update on Vaughan’s progress under the 2018-2022 Term of Council Service Excellence Strategic Plan reveals that the challenges that came with the global COVID-19 pandemic did not slow down progress on Council-approved priorities in 2021.

In fact, out of 108 key activities for this Term of Council, 31 have been completed, 64 are in progress, eight are being monitored and only five have not yet started or are on hold – this translates to over 85 per cent that is progressing as planned or has been completed. Today, Tuesday, May 17, Mayor Maurizio Bevilacqua and Members of Council approved the Year Three report on the strategic plan.

Even though COVID-19 persisted in 2021, the City continued to adapt, evolve and make creative decisions within the key strategic priorities to meet the changing needs of the organization, citizens, business sectors and communities.

Since 2019, the City has completed the following priorities: 
  • co-ordinated with other levels of government on the York Region Bus Rapid Transit (Highway 7, Centre Street and Bathurst Street)
  • completed the Pedestrian and Cycling Master Plan Update
  • completed the review of Green Directions Vaughan
  • attracted a post-secondary institution to Vaughan
  • promoted Vaughan’s city-building projects through Mayor Bevilacqua and some Members of Council attending the 2019 trade mission to Israel organized by the Vaughan Chamber of Commerce
  • established Alternative Work Arrangements policy and procedures
  • created and developed the Great Walks of Vaughan program
  • advanced missing links at Bass Pro Mills from Romina Drive to Jane Street
  • developed a Senior Leadership Team Governance Model
  • completed the Environmental Assessment Kirby Road from Dufferin to Bathurst streets
  • facilitated the completion and opening of the new Cortellucci Vaughan Hospital
  • established an Enterprise Project and Change Management Office
  • delivered the Clark Avenue Active Transportation Facility (multimodal transportation, operational and road safety improvements)
  • completed the land acquisition for Fire Station 7-11
  • opened Fire Station 7-4
  • implemented Phase 2 (all staff learning module) of the Talent Management System (Halogen) to all staff
  • initiated the MoveSmart Mobility Management Strategy
  • completed the Highway 427 Extension 
  • completed the Vaughan Healthcare Centre Precinct Feasibility Study
  • opened a new branch of Vaughan Public Libraries at the Cortellucci Vaughan Hospital
  • delivered an Asset Management Plan for the City’s urban forests
  • undertook the design of the new community centre, library and park in the Carrville area
  • developed and implemented a City-wide Events Intake Process
  • Developed the Inclusion Charter Action Plan
  • advanced the development of an inclusive citizen engagement framework
  • completed the land acquisition for Fire Station 7-12
  • conducted the Ward Boundary Review
  • explored voting technology
  • established an Audit Committee
  • completed the Strategic Asset Management Policy and Asset Management Plans for core assets
  • developed and implemented a Succession Planning Framework

Approved on March 19, 2019, the 2018-2022 Term of Council Service Excellence Strategic Plan reinforces the City’s mission, vision, values and strategic priorities and directs the work undertaken by Vaughan’s professional administration to successfully go above and beyond to implement Council-approved city-building initiatives throughout this Term of Council.

The strategic plan focuses on nine key areas: transportation and mobility; city-building; environmental stewardship; active, safe and diverse communities; economic prosperity, investment and social capital; good governance; citizen experience; operational performance; and staff engagement.
