Vaughan hires new Deputy City Manager of Public Works

Stephen Collins to join the City in January 2017
 
After a thorough recruitment process, the City of Vaughan is pleased to announce the appointment of Mr. Stephen Collins as Deputy City Manager, Public Works effective Jan. 2, 2017.
 
Mr. Collins brings a significant amount of municipal and private-sector experience as well as technical and leadership skills to the City of Vaughan. He most recently served as Acting Commissioner of Transportation Services and Director of Infrastructure Management and Project Management Office for the Regional Municipality of York (York Region).
 
He led a team of professional staff in the development of the Region’s long-term transportation vision, including delivery of the 2016 Transportation Master Plan. He was also responsible for creating and directing the Project Management Office to develop, plan, govern and continuously improve the department’s integrated management systems and project management processes across all branches. He has also played an integral role in the development of several of York Region’s growth-related policies throughout the past 10 years, and understands the needs of this growing community.
 
Mr. Collins is replacing Mr. Paul Jankowski, who resigned to return to York Region as Commissioner of Transportation Services.

  • Mr. Collins held a number of positions at York Region, including Acting Commissioner of Transportation Services; Director of Infrastructure Management and Project Management Office; Manager of Engineering/Capital Delivery – Roads; and Senior Project Manager.
  • He earned a bachelor’s degree in civil engineering from the University of Waterloo and is a member of several professional associations including Professional Engineers Ontario, Municipal Engineers Association and Project Management Institute.
