Vaughan’s ward boundaries and Council composition are being reviewed

The City of Vaughan is reviewing its ward boundaries and Council composition to ensure it continues to be an effective and equitable system of representation that keeps pace with population growth.
Here’s what you need to know:
The ward boundary review will assess the current location and number of wards to determine if they are appropriate and, if not, will propose alternatives. Meanwhile, the Council composition review will assess the existing number and structure of Councillors to determine if they are suitable for Vaughan's future. Consideration may be given to how many Ward Councillors are needed and whether Local and Regional Councillors should be elected at-large or by ward.
Vaughan currently has five wards and a Council structure that consists of 10 members, composed of the Mayor as the Head of Council, four Local and Regional Councillors (elected at-large) and five Local Councillors (each representing one ward). How can this review impact me?
A ward boundary change means the lines dividing different neighbourhoods might be redrawn. This can affect which area you vote in and who represents you on Vaughan Council. It can also change how many people live in your ward. A change in Council composition means the number of representatives on Vaughan Council might change. This can influence how municipal decisions are made.
How can I get involved?
The second phase of engagement is underway now. Led by an external consultant, it will focus on a set of possible Council compositions and the resulting configurations of possible electoral wards.
There are several ways you can learn more and have a say:
- Watch this Ward Boundary and Council Composition Review video to learn more about the project.
- Drop by one of five pop ups to speak to the project team, held at the following locations:
- Ward 1: Monday, April 7 at the Civic Centre Resource Library (2191 Major MacKenzie Dr.) from 6 p.m. to 9 p.m.
- Ward 2: Wednesday, April 9 at Father E. Bulfon Community Centre (8141 Martin Grove Rd.) from 10:30 a.m. to 1:30 p.m.
- Ward 3: Friday, April 11 at Vellore Village Community Centre (1 Villa Royale Ave.) from 6 p.m. to 9 p.m.
- Ward 4: Tuesday, April 8 at North Thornhill Community Centre (300 Pleasant Ridge Ave.) from 6 p.m. to 9 p.m.
- Ward 5: Sunday, April 13 at Promenade Mall (1 Promenade Cir.) from 11:30 a.m. to 2:30 p.m.
- Take an online survey by Sunday, April 13.
Your input will inform a summary report that will be presented to Council for consideration in June 2025. At this time, Members of Council will review and determine whether to adjust, divide, dissolve or maintain the city’s existing ward boundaries. If changes are required, they will be made prior to the 2026 Municipal Election.
