Under Section 238 of the Municipal Act, 2001, every municipality in Ontario must have a Procedure By-law. This by-law governs how Committee and Council meetings run, including how they’re called, where they happen, who’s involved, the roles and conduct of Members of Council, reporting requirements and how the City communicates with the public about meetings.
